If you are curious about the duties and responsibilities of the Mayor and Councillors, you can find an overview in section 48 of the Local Governance Act.  Here is an overview:

The Mayor presides over meetings of council, provides leadership to council, communicates information and recommend actions to council, and speaks on issues of concern to the local government on behalf of council. In the case of a tie among a vote of council, the Mayor issues the deciding vote.  They do not vote at any other time.  The Mayor is subject to the direction and control of council and shall abide by the decisions of council.
The council elects a Deputy Mayor who acts in the absence of the Mayor, considers the welfare and interests of the entire town when making decisions,   participates in developing and evaluating the policies and programs of the town, participates in meetings of council, council committees and any other body to which he or she is appointed by council, and performs any other duties conferred on him or her by this or any other Act or by council.
